The RCL Group LLC. (RCL) is a full-service boutique firm established in 2017 to support clients in the government affairs, business, and commercial sectors. We provide integrated services in governmental relations, legislative and political strategy, public policy analysis, business development, and communications. We understand the importance of confidentiality, readiness, and expertise when advancing our clients’ interests.
Based in San Juan, Puerto Rico, RCL was founded by Raúl Candelario, Esq., who has represented a wide range of commercial entities, trade associations, nonprofit organizations, small businesses, multinational corporations, and government agencies. With over four decades of experience working both within and alongside government institutions, Mr. Candelario has successfully navigated complex legislative and business development challenges on behalf of his clients.
