Biography

Raúl Candelario López brings over 30 years of combined experience in public service and government affairs. He founded The RCL Group LLC in 2017, following a distinguished career at the Puerto Rico Legislative Assembly, where he served as General Director of the Treasury Committee and Executive Director of the Planning and Socioeconomic Development Committee.

Mr. Candelario has played a key role in major fiscal initiatives, including the establishment of the Sales and Use Tax (SUT) and the 2011 Tax Reform. Recognized for his expertise in finance, economic policy, and legislative strategy, he has advised leaders across political administrations and served on multiple committees in areas such as budget, infrastructure, renewable energy, and healthcare.

A frequent speaker and media analyst, Candelario contributes his insights to public forums and industry events, including those hosted by the Puerto Rico Chamber of Commerce and the Manufacturers Association. He also leads RCL’s Summer Internship Lobbying Program (SILP), offering university students hands-on training in lobbying and legislative processes and he also serves as a Board of Directors Member of Acción Social de Puerto Rico, a leading non-profit on the island.

Mr. Candelario holds a B.A. in Political Science from the InterAmerican University of Puerto Rico and a Juris Doctor from the Pontifical Catholic University of Puerto Rico. His integrity, expertise, and results-driven approach continue to elevate RCL’s impact in the fields of government and public affairs.
